[0.16.11.0] Dynamic lighting is inconsisent between reloads

The radii and IES projection cones for dynamic lights are not consistent and do not persist between reloads, the distance from world origin doesn’t appear to have any bearing on it, this was tested in Smooth Dirt with the items being placed a mere few thousand units away from world origin

Steps to Reproduce

Please list how this bug can be reproduced, if possible. Pictures would be much appreciated!

  1. Open condo (Smooth Dirt in my case)
  2. Set to night time
  3. Place two Light Panels (8,000 Units each) some distance apart
  4. Set the Light Panels IES Style to Wings
  5. Angle one of the two Light Panels at 45° (Set Orientation to 0.38)
  6. Place a Spacelight (5,000 Units each) about x1.5 to x2 the distance away, with default values - do not change them
  7. Observe the strength and radii of the dynamic lights, documenting with a screenshot if necessary
  8. Quit and reload

What I expected to happen

  • Radii, strength, and IES to be consistent and persist between reloads
  • Items to retain their assigned properties (colour, light radius, etc.) between reloads
  • Properties to be networked consistently to clients, regardless of the method used (eg. Dragging with Gizmo arrows, adjusting value sliders in Item Properties, clicking in the Colour Wheel, or manually typing values in to Gizmos and Item Properties followed by pressing Enter)

After reloading you will notice that:-

  • Of the two Light Panels, only one will have a projection cone
  • The Projection Cone for Light Panel no longer appears if the Orientation is set to a value between 0.37 or 0.63
  • The Radii for the Spacelight is now much wider than it was when initially placed
  • Duplicating the Light Panel with the Gizmo Drag gesture causes the newly placed Light Panel to illuminate at the correct radii/strength

Additional notes:-

  • The default Radii for the Spacelight appears to actually be about 350 when the value of 1,000 is displayed in the Item’s Properties, though these will correctly illumate at 1,000 after a reload

  • The Spacelight has much larger radii when in preview mode when being dragged around the map and not with Gizmos
  • Duplicating the Spacelight with the Gizmo Drag gesture causes the newly placed Spacelight to illuminate at the correct radii/strength
