i have been talking about this regarding arcade and casino since as early as five years ago, some of those were meant to often bring up in-server discussions of ongoing gameplays.
This is a great way of thinking about it, improving the social aspect of TU requires not just encouraging players to play games, but for the games to actually require more socialization in their gameplay. Some kind of social game akin to Among Us, Lockdown Protocol (ideally something fresher but you get the idea) inside tower would be great

Daily objectives are a good idea as long as they actually require engaging with the game, such as completing (not just launching and abandoning) games, being top 3 in a minigame (not just participating and abandoning), etc. Stuff that players typically dont engage with (minigame arena stuff) could offer higher payouts or unique items to further encourage.
Then maybe people will realize the games are actually more fun than just standing in the plaza with a blowfan, so long as other people are playing with you
