My Steam is Online but It's saying "Steam Offline"

I bought this game . I will send screenshot about this crash .

Please help me. I tried everything. I deleted Steam and I ınstalled again. It didn’t work. Windows Firewall doesn’t prevent this game .
My Anti-virüs programme doesn’t prevent this game . PLEASE HELP ME What I do?? If nothing works anything I am going to give back this game .
