This happens because you’ve maxed out your rank (Haunted Ghoul) and there are no other ranks higher for Halloween, than the one shown in the image. However, you seem to be getting the EXP as you have over 36 million. The Haunted Ghoul rank is reached when one has a total of 750,000 EXP.

At the pools area close to the entrance of Plaza Stores West there is a hole in the ground in which you can fall into water or rather under the map. (Checked after update 1.1.1.2)
