[0.16.3.1] String FX don't work in condo co-op

If you are a non-host in a co-op condo, you can’t change the target of string FX.

Steps to Reproduce

Join co-op condo, place string FX, try to change target in edit.

What I expected to happen

To be able to change string target.

What happened

Can’t strange string target.

Note that the targeter tower glove tool DOES work. It’s the edit gizmo numbers that don’t work. Also SET TARGET doesn’t work either.

String FX destinations still cannot be set by clients in coop.

They can visually see it change, but it never actually changes.

i can confirm this!! it’s one of a few remaining condo desync bugs I’d like to see fixed. i did a report on this long time ago as well ^o^
