I was looking through an old forum thread and I found that apparently these were achievements that were once planned for the game. I curious on the reason these we’re cut from the game if you don’t mind sharing.
As for the cosmic catsack achievement, it’s safe to assume it will be added back when you can actually open cosmic catsacks. As for the perfect HIO achievements, they may have thought of how annoying it would be to get those achievements or something along the lines. Don’t quote me on that one.

We decided against perfect HIO run achievements as they were way too difficult to achieve.

A wise decision … plus the courses are sometimes retooled, physics tweaked, and reliable methods don’t work. And that’s not counting the luck-based ones that really, no timing or precision can ensure HIO
