You can find him behind the Bowling Alley at night. Literally behind it, near the rock as you go towards the beach houses.

There’s a bug where The Stray may appear invisible, so don’t fret if you don’t see him. If you ask, someone may be willing to stand on top of him so you can still use him (though invisible, The Stray will still be interactable). Otherwise, just walk around until you hit an invisible “wall.” That wall is The Stray.
