All Arcade items you can find near NPC but not in shop should be probably added with Arcade: Phase 2 update. Or Arcade: Shooting Gallery, nobody really knows when.

Not all items are added yet. Some items such as the drum machine, baby piano, and all the others will be added in phase 2 and up.
