When playing singleplayer and jumping around in the plaza you can get stuck under the water in the ponds. That and you cant jump while in water.
This has been reported numerous times on here before. Thanks for your report.
A way to get around this is to buy a jetpack from CondOS, and fly out of the water 
no, that doesn’t work.
