While it would seem other fish can be dragged onto the aquarium successfully, these two just break and have to be forced inside through other means, which of course means they wont animate as they usually would being inside the water.
for the starfish, probably not a bug, same with the mussels and oysters. they don’t do much moving.
Even if they don’t move they still belong in an aquarium.
This has been addressed for the Pufferfish.

Pretty sure you could just noclip into the aquarium to place down starfish and mussels. It would probably produce the exact same effect as what you’re wanting.
