Problem with model vertices when importing

I’ve been trying to upload a model of a motherboard for about 10 minutes now. The original file had 23K vertices. I imported it, and it reported the model had 62K vertices.

Although blender still reported only 23K vertices.
I then tried to use a decimate modifier and dropped the model to:

Yet, when importing TU still thinks the model has the exact same number of vertices as it did before I did the decimate modifier.

Decimate Applied (8.7K): https://puu.sh/BDcSd/cc6350a26e.dae
Wondering if anyone else can reproduce this/if I can get around it.
am I doing something wrong?

Do you somehow have two meshes?

I don’t think so, no. Although, after messing with blender, I just realized it doesn’t seem like the decimate modifier applied to what I exported, meaning the two files I uploaded are the same. That’d explain why TU shows them both as the same amount of vertices, even though that amount is probably incorrect. Gonna keep messing with it now that I realized the decimate didn’t apply.
EDIT: Now it’s reporting 30,999 verts even though blender says it’s only 9K, gonna have to decimate it more

EDIT 2: I got it to import, albeit with some missing texture issues. Guess I’ll have to deal with it
