Prevent locked items from being stashed or scaled with the tools

Right now, they can still be stashed and scaled, like so:

Please do this, also when you try to use the tools on locked items,
do a little notifications on screen and in chat saying, “You can not (Stash or scale, whatever tool your using) locked items”

yes, ive noticed about this. in my condo I was trying to keep parts constant but instead it got annoying when the items reverted to normal
