The plaza sends a notification in chat 30 seconds before plaza events start, but it doesn’t send one when they actually start, except for minigames. Character visits and collection events don’t get a notification when they start, but I remember they used to.

I can confirm this as of yesterday playing; I remember seeing a notification on events starting in the past too
I did notice that it’s seemingly only an issue when your chat is set to display local chat. The actual start notifications show up on global chat, but local only shows the “starting in 30 seconds” notifications.
