I just thought the plaza could have these happening once per month.

For example:

At the 2nd weekend of the month, a Arcade Double Ticket event could happen, and at the 4th weekend of the month, a Double Fishing EXP event could happen.

This could help people gain EXP of those two areas of the Plaza

Yeah, and weekend 1 , a double exp. event for one of the Game World games (at random), and weekend 3, another plaza activity such as Typing Derby.
