This hole should be possible in two shots. I’m not sure when the teleporter for this hole started to lose power in the shot but it seems to affect a lot of the holes for Emission - and it’s really noticeable here.

Also, not really a bug, but hole 16 can be done in two as well, but a previous bug fix stopped the laser bridge from getting a weird clip which now makes the eagle only possible from a good angle after going through the teleporter with yet again, less than normal power.
