Make Separate Color Sliders for the Bar and Light of the Neon Bar

Right now, light bars look like this:

The light is dark, but the bars are bright. Typically, it’s the opposite (bright lights, darker bar):

So, it’d be nice if we could color the bar separately from the light so we could make both parts as light or dark as we want them to.

This will be done in the future, the lights require a bit of an overhaul with how they work right now. I can’t add anymore color wheels to existing lights without condo save data getting corrupted.

Later on I think the neon bar will have 3 wheels, one for the metal ends, one for the color of the light bar material itself, and then the last one is the light itself.
