Inventory is white ( can't equip any items)

I already uninstall game and re-download it still white

I can move item in inventory I have but in equipable slots can’t use because it is all white

Try verifying game cache.

Turn off Steam cloud sync, go to

Steam\steamapps\common\Tower Unite\Tower\ClientPlayerData2

and delete HotBar.dat, and then relaunch the game. After that, it should be fixed, so you can turn on Steam cloud sync again.
