Available answers are both Mewtwo and Mii Fighters. Both of these answers are correct since Mewtwo was only unlockable as purchasable DLC. Mii Fighters were available as a starter character and are only unlockable when you create a Mii Fighter.
The only technicality that makes this question true is if purchasable characters doesn’t necessarily count as unlockable.
