Dragon is allergic to feathers
Birb secretly works for the FBI (Foohy’s Badass Institute) and uses his mind wiper Men in Black technology thing to wipe the dragon’s mind. It requires two uses, however. On the first use it confuses the dragon, but the second use makes it forget everything and sleep. The CIA (Caboose’s Interesting apples) is very opposed to this and use it as a last minute tactic.

When the birb’s hitbox touches dragon’s hitbox, it triggers an action to stun the dragon and after 2nd hit, it triggers dragon’s death

The dragon gets triggered when you throw birb at it, the second time it’s hit by birb, it gets so triggered that it shuts down.
When Birb is thrown at the dragon, Birb gets confused, but by the second time he realizes that he has to sit on the dragon’s back.
