Allows players to place items within designated locations without giving global permissions.
Ideal parameters would include:
- Maximum item scale allowed (To mitigate griefing)
- Sandbox mode (allow all players to build here)
- Whitelist mode (allow building here based on steam64 ID)
- Blacklist mode (do not allow building here based on steam64 ID)
