Envelope Weights Issue in Blender

Hello, I’ve been having this issue pretty much every time I use blender but I combine all the weights with nearby bones like if the model has 4 spines or something etc. After I’m done combining everything with the default weights that come with this model everything looks good so I hit envelope weights. Only to see that the upperarm_r weights did not transfer over and I’m left with an arm I have to manually paint and it looks bad.
Is there any particular reason why this keeps happening, specifically only to that bone everytime?

I’m using Blender 2.79 as well.

Problem was solved in the Discord, but just for future reference, this was a mistake regarding the official playermodel rigging guide on the TU sdk page:

This guide incorrectly selects “Envelope Weights” (which reweights the model entirely) rather than the correct “Armature Deform”, which preserves the existing vertex groups.
