Does all XP get saved on the cloud? I have to reset my PC because I am upgrading it and I don’t want to lose 30+ hours of minigolf xp.

Yes, the XP is handled by Steam. Everything will save from one PC to another via Steam Cloud. (If you have it enabled, which it should be enabled by default)
