Arcade Cabinets & Flycast 30/ 60 FPS mode setting

I have some Flycast games on arcade cabinets and some run properly with 60 FPS while others run on 30.
Not everyone knows about this, plus you have to change it regularly between games.

Suggestion: Since arcade cabinets only run a single ROM - have a setting when using Flycast to force 30 or 60 FPS mode for that cabinet.

Also, it’d be nice if we could rebind the key for that from left alt or if it just had a better default key that isn’t used much.

We got Libretro key rebinding for keyboard, but this one was missed so also suggesting key remapping for it or at least a better default key like F3. (Please take it off of L3 on gamepad as well, because hitting it on accident is the worst - especially on PSP where it completely breaks the game until you restart Tower.)

Also, there’s a typo when you turn 30 FPS mode on (says enabed). Minor, but figured I’d mention it.
