When someone gets a new record in a Ball Race game, it should print in local chat something like:
"USER achieved new best time of TIME with rank #PLACEMENT (Previous was TIME, #PLACEMENT).
This would be formatted like how losing all your lives prints “USER ran out of lives.” and the previous rank and time should display if there was a previous rank and time.
