Check your CPU usage please or use the overlay built into MSI Afterburner to check whether your GPU is utilised to its fullest.
I got a GTX 970 which is a slower GPU than the RX480. I’d suspect your CPU to be too slow.
GTA 5 should always reach more than 60fps (my 970 does) if you set everything to its highest setting except AA and don’t modify the advanced settings.
Yeah I know it’s my cpu that’s bottlenecking rn, its only an a8-6600k. I plan on upgrading but I need to replace the mobo as well as the cpu since fm2 is old and like nothing supports it
For the time being you applied an OC right?
You can also try changing your power settings to high performance, cause it’s probably on balanced setting by default. High performance setting gave me a noticable boost (not only in tower unite), I recommend trying it too.

Yeah it’s OC’d to 4.1ghz, makes little difference though.

This only affects Laptops. Windows’ Power management usually underclocks Laptops when they are not charging.
