Add the ability to block text chat messages from someone, or a full block functionality like that in GMod Tower

I would like to see a way to completely block someone in-game. Muting is nice, but it doesn’t block text chat spam from someone. I’d like to see a way to completely block another player, or a way to block their text chat messages.
