Teleporters are not resetting an objects velocity when you set the keep velocity option to off. To mis-quote Glados, ‘Speedy thing that goes in comes out speedy even when you tell it not to.’
Steps to Reproduce
Build a simple short straight hole. Place a start pad and a teleporter volume somewhere along the course that has the ‘keep velocity’ option set to off. Set the exit position elsewhere on the course. Play the ball into the teleporter. The ball will come out at the same speed it went in.
What I expected to happen
The ball to arrive at the teleporter volume set point at zero velocity.
What happened
Golf balls, and presumably other objects exit the teleporter at the velocity they entered no matter what you set the keep velocity option to (off does not work).
