It may sound like it’s totally voluntary, but I doubt it is, as they’ve reverted the possibility to equip multiple version of the same pets in your hot bar.
that’s been in the game for a while and it’s been pretty talked about, the jetpacks are a lot less intrusive then the pets so it’s likely something the devs find reasonable, rather than a bug ^^
