Any time I attempt to place a workshop phsyics item in Highrise, it appears for a split second, then vanishes. The item finder shows it to be about 230 meters underneath the tower, and by noclipping underneath, the item is floating in some water under the map. This happened retroactively to previously placed physics items, and I had about 10 items all floating down there. I tried placing a physics item inside of a room and on top of the roof, and both times it vanished below, so it seems to be location-independent.
