[0.17.13.0] Workshop sound emitters play sounds to joined players

All sound emitters with “start playing” disabled and “play once” enabled will play at once when an another player joins your condo, and that will become overwhelming extremely really quickly as more emitters are added to the condo

Steps to Reproduce

-Place a sound emitter
-disable “start playing”
-enable “play once” on it
-play the sound once through the io debug menu
-have a player join once it’s done playing
-every sound set up like this will play to the other player at once

What I expected to happen

The sounds not playing if the other player joins after a sound emitter that’s set up like mentioned above has already finished playing

What happened

All of the sounds play

I will get this fixed for the next update.

The bug’s still present in the most recent version. It affects regular sound emitters as well

still happens as of 0.18.4.0

sounds will play once they finish downloading, regardless of “starts playing” toggle.
