[0.17.13.0] "Grid Snap Ignore Z" Option not working at all

The Grid Snap Ignore Z option in the inventory settings menu is not functioning at all.

Steps to Reproduce

1. Enable the option in said menu.
2. Turn on grid snap and try to drag item on axis other than Z.

What I expected to happen

Item would not conform to the grid on the Z axis.

What happened

Item snapped to the grid on the Z axis.

A lot of the snapping tools put on the [Q] Menu just straight up do not work with the move arrows. If you just hold and drag to move the item it should work.

Decimals are only supported on the drag function of the condo editor. I’m aware of grid snap ignore Z not working for gizmo handles. The rest of the grid settings should function for gizmos. There’s been a lot of changes in 0.18.0.0 to improve things.
