[0.17.0.1] Water Volumes protect you from damaging items

While inside a Water Volume, things like the Damage Volume and Spikeboard won’t damage/kill a player.

The player can still die from player attacks if PVP is enabled.

Steps to Reproduce

Place a Spikeboard or Damage Volume inside a Water Volume, and swim into it
