This is perhaps an old design flaw rather than outright bug.
When maps/snapshots load, some physics objects are often frozen where they were placed until disturbed by being picked up by a player.
The inflatable boat is one such object, however, because the only means of interaction is sitting on it, it will remain locked in place unless the actual builder of the condo is there to set it down again. This means inflatable boats are never usable as actual boats on workshop maps.
