[0.10.0.2] Chrome Trashbin isn't chrome

For some strange reason, the Chrome Trashbin isn’t chrome.
I restarted my game, tried a different condo, and changed its color, and it still isn’t chrome, it’s a flat color instead.

Is it because the condo owner edited the color?
