We should be able to follow a user and get a notification when they make a thread or post a comment.

I get the idea… but you have to think: why?
No, really, think about it. Who would you want to follow, and for what reason?
Wouldn’t you some how feel like a stalker if you got a notification every time this one person makes a thread or comment on something?

To add on to Katz’ point; if you cared that much, you could check their user profile for their activity. Also, if they create a new thread, you’re notified anyway.
In case you want this because you like someones content and want to be around everytime he posts, there has been a massive discussion on why focusing on the person instead of forum content is a bad idea:
MacDGuy, Caboose700, pretty much all the devs.
add them to your browser’s bookmarks
You still don’t get notified though.
