GMOD Tower’s PvP Battles were pretty fun, so I was wondering if they are making a return. Also, can we get a system similar to the one where you got to smack Obama with a crowbar?

I’m assuming you mean the Dueling system, which AmGonaKOYou answered already. There are no plans for it, but there’s still the possibility of it returning.
If you happen to be referring to the PVP Battle gamemode (the free-for-all deathmatch one), then that will be returning as Slaughter Day Night Live. It will likely be heavily altered to be a bit more like traditional arena shooters, though.
As for the Obama cutout smash event, I’m fairly certain random events are planned to be implemented eventually (as in not until a fair bit after the full release). I don’t know if that includes events like the cutout smash or not, but we might see things like that make a comeback.
