The rain particle effect does not comes around you, whatever size you are.
The hail and snow are working fine.

There appears to be an issue with the rain particles, where the height at where the particles appear varies by frame rate. The lower the frame rate, the higher they appear and disappear. Good thing you had your FPS counter enabled there. I am investigating this.
