I think the number of people required to skip might be based on the entire server population rather than the number of people in the theater. Right now it’s pretty much impossible to skip anything even if everyone in the theater votes to skip
The Theatre vote skip requirement is based around the amount of players in the theater at the time. Also this isn’t a bug report as it works as the developers intended.

Why does it require 20+ votes when there are 8 people in the theater then?

odd when I’ve used the theatre it has not done this. Maybe it has changed then? unsure.
