Workshop models don't load

i seem to have discovered a glitch with the workshop model system.

if you go to steam and pause all downloads, and subscribe to an addon while the WS item attempts to download, any and all workshop items and models will not load.

this includes playermodels, items, and possibly workshop weapons in the future.
