This has been confusing me for so long, there aren’t any fish in Avalanche and the achievement is about knocking down catsacks, why is the icon a fish?

It’s the long lost secret of Tower Unite. The secret answers every question you’ve ever had about the game. The only way to find the answer is to read the up-coming book made by MacDGuy (which is totally real) about the dark secrets that Tower Unite holds.

lol. The only thing that comes to mind is that maybe it’s some obscure Finding Nemo reference (since that pic is a Blue Tang)
I believe it’s using the Whirl a Fish icon instead.
