Why can't fish (especially Sea Dollar Pets) swim in the ocean?

Hello.

Was quite disappointed today to find that the Sea Dollar Pets I’d spent a few hours fishing for flopped pathetically on the ocean floor instead of swimming.

Is this unique to the Condo or will Underwater have the same issue?

Is this a bug? Did I do something wrong?

the feature isn’t implemented yet sadly, you can scale up aquariums and put them in i think though!
