The items are usually distributed through the Halloween events, whether given from Seasonal Visitors to the Plaza or from other events. The usual Halloween Event is called Forgotten Remains IIRC. It’s similar to the treasure hunt event and will give out random items from Halloween. Some items might also end up in shops but I don’t think any of the ones pictured here will go that route. If they end up in shops they’ll be available even after the Halloween event ends. Items from previous years should also be available from the events.
