Right now, the only way to place items in Underwater against walls is the copycat tool, but you can only move items in any angle by having 2 or more of the item you want to place (you have to copy the item first). I think there should be a tool to tilt an item in any angle, or the copycat tool could allow you to tilt items in any angle without needing to copy that item.

I also remember seeing something like a 3-axis tilt thing on stream but not sure.
