It is the bonus level, but I’m not sure why it’s not actually a bonus level yet. Maybe one of the devs knows?

From what I remember, that is a bonus level and it was accessible at one point. Earlier in time, they were experimenting with level transitions and found a bug in the bonus levels.
As to why they never included this level back in, I don’t know. Maybe they forgot?
(Then again, I may be forgetting myself. It was a long time ago and my memory as to why it was excluded eludes me. However, I do remember playing on that bonus level.)
