Incorrect GTA question

I got a question on GTA and I’m pretty sure it’s incorrect considering an entire game takes place in San Andreas.

Don’t personally know anything about GTA, but if San Andreas is a state, would that mean it’s a correct answer for “not the name of a city”?

Edit: Also, San Fierro is one of the cities in the game San Andreas.
