Furthermore, this only happens when I’m in my own condo.
My FPS is fine while in the theater or someone else’s condo 
UPDATE (0.9.0.0) : My issue still exists, but the radio from the arcade does not affect me
You could check the “Dynamic Lights” setting in the graphics options. I remember that I got large fps drops when I had that on
You should also try reducing the media player resolution in graphics settings.

Even with media resolution of 32, it still drops from 60+ to ~35 FPS
turn the ‘lag when using media player’ option off
or buy the performance dlc for only 39.99
