It heats the ionosphere which stretches it to manipulate the weather. And it has been speculated that it can be used to stop storms as well, but is not widely talked about. We don’t truly understand the technology so it’s impossible to claim the limitations of it. There are definite possibilities of them being used to artificially create some of the large storms though.
I guess earthquakes can rip ground apart, right?
