Beach balls being physics objects and not static, it’s possible for them to be thrown around and get lost, normal procedure. The problem is, they can find themselves somewhere that the player can’t reach, for example, falling through the floor and trapped under the map, you’re basically out of luck and down one ball. (or half the price if you go back to the plaza and sell all the beach balls in your inventory)

Okay, it seems after some considerable length of time, the balls eventually despawn, returning themselves into the inventory.
