In the ocean? I think it absolutely should be made possible.
I tried in both pools, it’s impossible.
The devs actually discovered this on the stream a while back, they tried putting the projector underwater or something. I don’t remember if they mentioned it was a bug or not, but it probably is. Hopefully it’ll be fixed soon.
In the meantime, you can use it to make dumb shit like this:
