Allow editing of UI scale and FPS counter toggle in the "Game/HUD" options (rather than the "Graphics" options)

UI scale relates to the settings you’re toggling in the HUD menu, and if you’re trying to disable the HUD, you probably want to turn off the FPS counter as well.
